Sometimes the roads are part of a housing subdivision and may (or may not) be paved, but even these can be overgrown. There are precious few "To The Beach" signs (the government did put up a few signs but many are now missing). If you venture down a promising looking road, there is no guarantee that it will take you anywhere near a beach.
